Mayor Ray Borane wanted more money up front for the sale of the golf course.

"This money would go to the city coffers," he said.

The original proposal asked that the bidder provide $100,000 upfront for the golf course. The buyer of the golf course would then make major improvements on the course that would total $2 million within three years of close of escrow. Another million would be spent on improving the clubhouse.

Borane, however, wanted at least $2 million up front for the sale of the course.

Land developer Ray Mehan, of MT Development, said he wanted to rebuild the first nine holes and the driving range. Later on he would then continue with the clubhouse.

"But I want the city to be behind this," he said. Mehan said. Mehan said the original contract made sense to him because he would still have to pay to make improvement to the course.

The council accepted MT Development's proposal for the purchase of the Douglas Municipal golf course.

In other action the council:

ˆ Approved resolution 06-427, which adopts the National Incidents Management System standards, practices and principals.

NIMS is a nationwide approach for federal, state, local and tribal governments to work together more efficiently to prevent, prepare for, respond to, and recover from domestic incidents.

A recent example is the propane tanker that went off the edge of the mountain in Bisbee. Local agencies have worked together to solve the dangerous tanker incident.

ˆ Approved an extension of a premises liquor application by Robin Brekhus of the Saddle and Spur Tavern for May 5 and 6, 2006.

ˆ Approved authorizing staff to proceed with the Fourth of July celebrations events and to allocate $57,000 for the event.

ˆ Voted against a petition submitted by Frank Ambriz, who represents property owners, to annex some property north of the airport along Geronimo Trail.

ˆ Cochise College President Karen Nicodemus gave an overview of a district wide master facilities plan.

In her presentation, Nicodemus outlined a variety of anticipated improvements to the Douglas college campus such as more dormitories, a new science building, a vocation facility, infrastructure and playing fields. The total cost for the Douglas campus is about $41,000,000. The Sierra Vista campus would also undergo improvements.
