Depending on how city council votes in November, the City of Douglas may see a water and sewer rate increase.

Mayor Ray Borane expressed concern that a rate increase would adversely affect residents of lower income levels.
An option that City Manager Mike Ortega proposed was a progressive rate increase, which would charge water customers based on a scale of consumption. Therefore, if a customer owns and maintains a swimming pool, that customer would be charged more as opposed to an elderly man or woman who may use as much water.
In other action the council approved:
ˆ Ordinance 06-900, which relates to sidewalk café permits. This ordinance would allow restaurant owners, especially those along the downtown area, to set up tables and chairs and serve food outside. The purpose is to promote downtown pedestrian traffic.
ˆ Resolution 06-464, which adopts revision to the Housing Rehabilitation guideline for FY 2007.
ˆ Resolution 06-466, which authorizes the City of Douglas to enter into an agreement with the USDA Rural Development for a housing preservation grant of $93,429 to assist homeowners with emergency home repairs.
The goal is the repair about 10 homes with this money with emphasis on plumbing, roofing, central heating and cooling or electrical issues. A waiting list will be established apart from the current waiting list for the Owner Occupied Housing Rehabilitation. The application limit for the Emergency Home Repair will be set at $7,500.
ˆ Resolution 06-467, which authorizes the submission of an amendment to the existing CDBG program application.
