County Flood Control District to consider taking over canals in Pomerene

COCHISE COUNTY - At a work session yesterday, the Cochise County Board of Supervisors met to consider whether or not to take over maintenance of canal and adjoining ditch which runs between St. David and Pomerene cutting across I-10 and the San Pedro River.


Representatives of the soon to be defunct Pomerene Water Users Association, Flood Control staff and area residents met with the Board at Tuesday's work session to present and discuss a plan for maintaining the canal and ditch easement which have acted as flood diversion structures for more than 80 years.

A primary issue was whether or not the County should take over maintenance of the ditch easement which has served to catch sheet flows of water coming east, from completely flooding neighboring properties. Residents and staff contend that completely removing the ditch would create more flooding by removing a primary structure used for storm water capture.

The Board concurred that they would like staff to consider cost, feasibility and timelines for maintenance of a portion of the canal ditch between Adam's Peak Wash to an area south of Interstate 10.

Other issues that will be considered will include the right-of-way along Airport Road, timeline for maintenance if county takes over portions of the ditch and other alternatives such as filling in the ditch and returning it to its natural grade.

The next step will be for the staff and the Board to reconvene with more information. Options will be brought by the Flood Control District to the Flood Control Board for approval.
