Impact fees, surcharges jump 25 percent in county

SIERRA VISTA - Government-imposed impact fees and other surcharges on new homes now average $14,534 in Cochise County and Sierra Vista, the Southern Arizona Homebuilders Association reports.


That is a 25 percent increase ($2,892) in new construction fees compared to a year ago.

Last year, Sierra Vista adopted a new ordinance that replaced its previous park fee with a series of development fees for libraries, parks and recreation, fire, police and transportation services.

These fees total $4,604, up from $1,500.

On average, government surcharges per home in Cochise County are $11,038. Surcharges are $18,030 in Sierra Vista. To cover these fees in their mortgages, home buyers pay an additional $69.77 per month in Cochise County and an additional $113.96 per month in Sierra Vista

Fees represent the "most common occurrence" in each jurisdiction. Building permit fees were based on value of construction.

Fees and taxes on new homes in Sierra Vista as of Jan. 2007:

€ Building permit: $1,787

€ Water meter: $442

€ Wastewater fee: $1,411

€ Parks and Recreation: $1,804

€ Police: $461

€ Transportation: $1,390

€ Library: $ 553

€ Fire/EMS: $396

€ CAP replenishment: $62

€ Sales tax: $9,724

The report used Jan. 2007 data for a typical $258,407 median-priced, 1,967 square-foot, new-built home.

The study was conducted by Bright Future Business Consultants and Nathanson Consulting.

The SAHBA report also finds that over all the county has seen a 54 percent decrease in building permits from July 2006 to July of this year.

For this period, permits were down by 66 percent in Sierra Vista alone. Other county areas as a whole saw a decrease in permits by 42 percent.
