Douglas City Council OKs annexation of Fairgrounds, Maddux & Sons, MT-600

The Douglas City Council approved a motion to annex the land around the Cochise County Fair Grounds, Maddux & Sons and Gravel and the proposed development of 600 acres north of Golf Course Road. At a pre-annexation meeting on Oct. 10 and Nov. 14, 2007, the Council approved pre-annexation agreements with the Fairgrounds Board and Mr. Maddux.


The pre-annexation agreement with MT-600 was held Wednesday. In the meeting, MT 600 agreed to deed to the city about 4 acres of land abutting Leslie Canyon Road for possible future development of a public safety substation.

In an addendum to the agenda, the council passed a motion that would temporary transfer authority to an Acting City Manger. In the city manager’s absence, the next two in line to assume the authority would be the city clerk followed by the city treasurer.

In other action the council approved:

√ Second reading of ordinance 08-918, which repeals ordinance 352 and adopting the 2008 subdivision code for the city and declaring an emergency.

√ Approved second reading of ordinance 08-919, which amends the official zoning regulations, rules and guidelines of the city by adding section 515 to article 5, establishing a mixed use/infill development overlay zone (MUI) to protect and enhance the distinctive character of the original town site by encouraging mixed use and infill development.

√ Resolution 08-536, which authorizes a real property purchase agreement entered into with Samuel Max Siebenberg, seller, and the City of Douglas, buyer, for the lots 31 and 32 of block 85.

√ Ordinance 08-920, which authorizes the city to acquire from Sam Siebenberg some real property identified as lots 31-32 of block 85, located at 357 10th Street and H Avenue for the Douglas government Plaza project.

√ Approved first reading of ordinance 08-921, which amends title 12 of the City of Douglas municipal code relating to golf course operations.

√ Approved first reading of ordinance 08-922, which authorizes the city to accept the donation of land from the Arizona Community Foundation. The land is located adjacent to the Rose Avenue channel and Florida Avenue in Douglas.

√ Resolution 08-529, authorizing an intergovernmental agreement between the City of Douglas and MY-600 LLC in order to facilitate annexation of the north Golf Course Road area.

√ Resolution 08-531, which authorizes an agreement between the City of Douglas and the Arizona Department of Environmental Quality to delegate to the Douglas Fire Department authority to issue open burning permits.

√ Resolution 08-532, which authorizes the delivery of a loan repayment agreement, a financial guaranty agreement (if necessary) and a continuing disclosure undertaking; accepting a loan from Greater Arizona Development authority pursuant to such loan repayment agreement in the amount not to exceed $3,000,000.

√ Resolution 08-533, which authorizes a two-year agreement for employment between the City of Douglas and Juan Pablo Flores to provide services as the City Attorney for the city.

√ Resolution 08-524, which authorizes a two-year extension of an agreement between the City of Douglas and Alma Vildosola to provide services as the city magistrate for the city.

√ Resolution 08-535, which authorizes the mayor to enter into amendment 7, amending the medical direction plan to contract with Tucson Medical Center healthcare to provide base hospital emergency medical services to the Douglas Fire Department.

√ A special event liquor license request by the Douglas Golf and Social Club for the Border-to-Border Air Show on March 14, 2008 at the Douglas Municipal Airport.
