 The House Government Committee voted 6-1 Tuesday to alter the initiative process which lets voters propose their own laws. HCR 2045 would require all signatures to be gathered by Dec. 31 in the year prior to the election. Now petitions need not be turned in until early July.  Rep. Kirk Adams, R-Mesa, said the extra time will give lawmakers a chance to decide if they want to adopt the measure. But proponents still could go ahead if what legislators approve differs from the original plan.  The measure, which also eases the ability of lawmakers to alter voter-approved measures, would itself have to be approved in November by voters.

 Napolitano flub

 Gov. Janet Napolitano told voters in Texas they should support Republican presidential hopeful John McCain — at least until she realized what she said.

 The El Paso Times said Napolitano, who has been traveling around the country in support of Barack Obama, was addressing a group at University of Texas at El Paso on Monday “If you want change in Washington, D.C., and if you want to hear a new voice and new vision in D.C., you are picking John McCain,’’ reporter Ramon Bracamontes said. At that point, Bracamontes said, the audience “went silent’’ and the governor  realized her error. “McCain? I mean you are picking Barack Obama if you want change,’’ she said.

 Gubernatorial press aide Jeanine L’Ecuyer said Napolitano was not available Tuesday to comment. But L’Ecuyer said the explanation is simple. “She goofed,’’ L’Ecuyer said.
