Fairness of teacher contract signing limits question by former teacher

The subject of accepting late contracts came up during the “Call to the Audience” section of the recent meeting of the Douglas Unified School  District Governing Board on July 14.


During the “Call to the Audience,” former teacher and DEA advocate Mike Nava spoke out against the board’ s recent action in failing to accept a teaching contract that was signed late.

He noted in two  different instances,  former Associate Superintendent Judy Herbert’s contract was signed and turned in after the 30-day deadline.

Nava questions whether the policy of the 30-day time limit was negatively  affecting  the education of students and whether the policy is being applied fairly.

He did request that the item about late contract acceptance be placed on the next regular meeting agenda.

No action could be taken since it was presented during “Call to the Audience.

Following  the meting, Herbert said that Nava was mistaken in his understanding of administrative contracts. Unlike teacher contracts, administrative contracts are negotiated by the school board. So while teacher contracts may have gone out on May 4, the administrators may not receive contracts until weeks later.

She said that in 2004-05, in which Nava says it took her 43 days to sign the contract, she actually received the signed contract from the board on June 23, and then returned it on July 16.

In 2007-08, when Nava claims it took her 53 days to sign the contract, she received the contract on June 5 and retuned it on June 12.

During the meeting, the  board also approved the 2008-09 budget.

 In other action, the board:

√ Approved the hiring of Mary Good as Human Resource Director at a rate of $75,000 annually.

√ Approved the hiring of assistant principal for Huber Middle School, Clifford Dunlap, at a salary of $49,713.

√ Approved the hiring of English teacher, DHS, Virginia West at a salary of $33, 390; DHS Special Ed teacher Erik Coppes, at a salary of $32,990; DHS Special Ed teacher Eric Meehan, $33,990; DHS Science teacher Richard Dodge, $39,600; DHS Chemistry teacher Mary Jones,. $47, 190; Huber Science teacher Jenny Thomas, $33,390;  Ray Borane Special Ed teacher Heather Everson, $33,390; Joe Carlson third grade teacher Kathy Rickel, $36,890; Joe Carlson Kindergarten teacher Letica Garcia, $33,390; and Clawson fourth grade teacher Crystal Backman, $32,990.

√ Approved the following substitute teachers, DUSD retired Virginia Morris, George Montano and Elsa Obregon; certified substitutes Alice Segar, Valeria Gonzales, Jonathan Jones, Diane Lunas, Carlos Montano, Jesus Saspe, Jesus B. Lucero, Keoki Skinner, Michael Molina, Arlene Brinker, Eric Valenzuela and Juan Esquer; and emergency substitutes Jenny Blaskey, Lizette Valenzuela, David Saspe, Maribel Schmidt, Alvina Hughes  and Amanda McFarland.

√ Approved part-time food service worker Rosa Valenzuela, $6.90 per hour; Jo Wright, OSI administrative assistant, $10.92 an hour; and support staff placements Victor Barrera, Maintenance worker II, $12.22 per hour; Jesus Carillo, Maintenance worker II, $11.05; and Armando Zepeda, HVAC Tech, $16.15.

√ Approved coaching staff of the 2008-09 school year.

√ Approved assistant football coach hire Gilbert Rojas, $2,594; Middle school head volleyball coach Michelle Hurtado, $1,104; and DHS Assistant volleyball coach Carlos Chavez, $1,656.

√ Approved stipends in the amount of $1718 each for certified staff as  for additional duties and responsibilities for English Language Development.

√ Approved stipends for additional duties,/responsibilities for the IGNITE program at DHS, $2,200 for Lorena Tapia and $2,500 for Susan Molina.

√ Approved the support staff resignation of Deborah Girard, Ray Borane teacher; and Jasmin Ramirez, food service worker.

√ Approved revisions to job description to Business and Financial Assistant.

√ Approved the second reading of  policies “Evaluation of Professional Staff Members,” and revisions to “Professional Staff Salary Schedules” “Line and Staff Relations”  and “Support Staff Schedules.”

√ Approved contract amendment for the Youth Transition program.

√ Approved out of state travel for the DHS Folklorico Club to travel to El Paso for a performance at the “Viva! El Paso” celebration  on July 18-19.

√ Approved sole source providers for 2008-09.

√ Approved a 20 cent increase for student lunches, and 25 cents for adult  breakfast and lunches.

√ Renewed Medicaid Administration Agreement with Southwest Educational Billing Services.

Approved  a revised General Statement of Assurance for 2009 to be filed with the Arizona Department of Education.

Approved a one semester leave of absence for Cayetana Noperi, instructional aide for Stevenson, but denied a leave for custodian Anita Lugo.

There will be a special board meeting at noon on July 25. The next regular board meeting coincides with the first day of school on August 5.

    " When Nava was a member of negotiations he never shared the fact that he was making $60,000 a year when new teachers made less than $28,000 a year! $60,000! He harrassed fellow teachers if they did not agree with the agendas he manipulated as an officer for DEA. Ask Nava how DEA membership decreased steadily over the years due to his attacks on fellow members/teachers. Nava pretends to care about the school district, but his actions are only a vindetta for not being hired as a substitute. Cross Nava and he becomes relentless. "

    " It is hard to continue to read the ridiculous statements and accusations from a person like Nava. Maybe officials should look into the reasons why he had an average of 14 students in his classes and his fellow teachers had 40+ students. It isn't because he was a good teacher with high standards! He was a bully who harrassed his students, bored them to death, and drove them to either drop his class or transfer to a different teacher's class! Ask his former students how much they learned! He was a liability to DHS! "

    " To losing hope, Mr. Nava has not found any injustices he seems to cry after the fact not before the supposed injustices are done. He wastes board and administrative time with these wild goose chases. You people probably think the sky is falling. Douglas has great schools and children. Get a life and quit complaining enjoy all that is right and positive. Far more good comes out of our schools than bad. Check out what other districts are going through. "

I could only wish that more people in this apathetic community had the guts that Mr. Nava has to be able to confront the injustices that constantly go on in this academic community. No one else is willing to stand up, look like the town nag, and rock the boat like he is.     " Mr. Nava needs a life. Mrs Herbert and Ms. Zamar did an outstanding job especially considering how they got the job. Besides Nava was my teacher and he was terrible, boring and talked about irrelavant things in class thats why the board didn't rehire him. Why doesn't he move. "
