Alley ways are continuing to be cluttered with trash and uncontrolled weeds, and the city is stepping up enforcement for property owners.

Fines can range from $25 up to $1,000.
“The notices that we’ve sent asks that you not only clean up the alley from weeds, but also from other debris like old appliance, bed mattresses, furniture or car parts,” Moulinet said. “The City will not pick up these items.”
If a homeowner has a fence that has graffiti on it, the homeowner is also responsible for its removal, Moulinet said.
“All it takes is about fifteen minutes a week to clean up the alley or right of way,” said Charles Ebner, the community Development Director for Douglas. “If you maintain the yard and alley, it won’t be such a big problem later.”
Cleaning up the alleys and yards now is the best way to avoid bigger problems later when the monsoon season rolls into Douglas.
All trash must be placed in trash bags and into trash receptacles, Ebner said.
“Don’t just throw the trash bags on the ground,” Ebner said. “Make sure they are in cans and away from where dogs can get to them.”

Best weed control
The best weed control is a healthy lawn. Some weeds are invasive and compete well with lawns. Weed control should be practiced only on established lawns. Young seedlings are often injured by weed control chemicals.
Mowing is a stressful process. Because grasses look good when they are mowed, you may assume they thrive on mowing. Grasses do not thrive on mowing; they merely tolerate it better than do other plants. Lowering mowing heights increases stress on your grass because it reduces leaf area. The reduced leaf area means less stored food supply and restricted root growth. By cutting your grass to the height of 1 ?”, you will have healthier grass and the weed seeds will have less sun light to grow.
During periods of extended high temperature and drought, raise the mowing height and don’t remove more than one-third of the above ground portion of the grass at any one time.
Public Right of Way
The adjacent property owner/occupant is responsible for maintaining the street right of way from the property line to the curb or edge of pavement and the portion of the alley contiguous with the property to the centerline of the ally.
The City or the Department of Correction is not responsible for cleaning the right of ways. We do help clean the right of ways as a courtesy only. If you wait for the City to clean the right of way, you risk the chance of being cited and you will have to pay the fine.
Abandoned or inoperable vehicles
It is unlawful for a person to park, store, leave, or permit the parking, storing, or leaving of any junk motor vehicle for a period in excess of 5 days upon any private property.
Definition of Junk Vehicle
The vehicle must be in an enclosed building or an area in a backyard which is completely screened from view by fencing or shrubbery.

Civil Violation Penalty
Fee of $25.00 to $1,000 for each violation.
Looking at making the fee mandatory and starting at a higher amount.
If you have been found responsible for committing three or more civil violations within a 24 month period, you could spend 6 months in jail or a fine not to exceed $2,500.
