BISBEE — The Cochise County Board of Supervisors on Thursday approved the sale of around 150 county surplus cell phones for $1.

The organization sells the phones to the recycling firm ReCellular, and the money from the sales goes to pay for phone cards for troops stationed overseas.
The cell phone collection will be a continuing effort for the troops, said Karla Jensen, the county’s public information officer. Information for residents wanting to participate in the program will be provided in the next week.
Thanks to the federal bailout, the county will be receiving $688,747 from a provision called the Secure Rural Schools Act. An amount of money that could have been generated from property taxes on federal lands is distributed through the Forest Reserve Receipt System.
The money will be split evenly between the county highway department and school districts where federal land is located.
The supervisors approved a resolution regarding the money, as requested by Trudy Berry, the county school superintendent.
The board also approved an intergovernmental agreement between the Cochise County Sheriff’s Office and the Arizona Counter Terrorism Information Center. The agreement provides for one position to act as a liaison who will receive or pass on information related to terrorism activities, such as the recent drug war violence on the border with Mexico.
Detective Robert Gerencser will perform the liaison duties 40 hours per month and will be assigned a 2006 four-wheel drive Ford Expedition and laptop computer, which are provided by the Information Center.
The county will have to pay for the fuel and maintenance, which could cost almost $8,000 a year.
The supervisors also approved the donation of a golf cart valued at $3,500 by Honey Bare Auto Care of Sierra Vista to the Sheriff’s Office. The department plans to use the golf cart with goggles that simulate the effects of driving while drunk on an obstacle course. The program will be offered to schools and other organizations to raise awareness of the dangers in driving under the influence.
In other business, the board:
• Approved the disbursement of 5 percent of the court general fund totaling $327,675. The Superior Court will get $187,986; the County Attorney’s Office will get $70,810; the indigent defense will get $67,271; and the state treasurer will get $1,605.
• Approved the abandonment of right of way on an eastward dogleg of Judy Drive that dead-ends into the properties of two residents.
