Sex Offender Notification

In adhering to the Community Notification on Sex Offenders Law, the Douglas Police Department has released information that a sex offender will live in Douglas or the surrounding area.


Pablo Moulinett, was arrested in 1995 while in Onslow County, North Carolina, for first degree sex offenses, two counts; Crimes against nature, two counts, and indecent liberties with a child, two counts.

Moulinett is on probation and supervised release. He is considered by the Douglas Police Department to be a Level II (Intermediate) risk to the community.

Moulinett, 42, is living at 2501 E. 9th Street in Douglas.

Police will be distributing flyers to the community, schools and local media.

“The notification is not intended to increase fear; rather it is our belief that an informed community is a safer community,” the police information stated.

Citizen abuse of this information to threaten, intimidate or harass sex offenders will not be tolerated.

The Douglas Police Department may be reached at 364-8422 or 364-9422 and is available to help you join or start a neighborhood watch program as well as provide you with useful information on personal safety. If you have information regarding current criminal activity on this or any other offenders, please call the previous numbers or 9-1-1.
