Private recycling facility on County P&Z agenda

BISBEE — The owner of Desert Star Waste Solutions is seeking a special-use permit to allow a private recycling facility at 181 South Schrader Road in Sierra Vista.


William Stone, Tucson owner of Desert Star, will go before the county Planning and Zoning Commission Wednesday afternoon. According to documentation provided by the Planning and Zoning Department staff, Stone wants to park a small truck and recyclables trailer to gather, bundle and sell the materials.

The 2-acre site on South Schrader is owned by Rodney and Josie Jensen who operate a truck and auto repair shop, and a U-Haul rental service on the parcel. The Jensens also will go before the commissioners to explain why certain conditions required in 2002 have not been met.

A rezoning request for a 3.3-acre parcel on Highway 191 near Douglas also is on the agenda. Jorge Reyes of Apson Transportation LLC intends to construct a truck terminal with warehousing facilities on the acreage, if the county approves his request to rezone from TR-36 (one residence per 36,000 square feet) to LI (Light Industrial).

Reyes operates a long-distance trucking business based in Douglas and wants to establish a truck depot for the eight-truck fleet. His drivers pickup goods from trucks out of Mexico for shipment to the Midwest and East Coast. The parcel is adjacent to the county’s industrial park property zoned light industrial. County staff have recommended the commissioners approve sending the rezoning forward to the county Board of Supervisors.

Another special-use permit request in the Douglas area comes from Carlos Villacana of 3381 W. Lefties Road who wants to construct an impound yard with ancillary towing services on his 5-acre parcel. Neighboring property owners have mounted opposition to the special use, so county staff is recommending denial of the request.

The commissioners also will discuss amendments to the zoning code that deal with solar and wind power systems and production plants. At the July meeting, the commissioners tabled the matter of wind energy plants and asked staff to propose options addressing the visual impact of wind towers. Staff is recommending the commissioners forward the new codes to the Board of Supervisors for approval.

Meeting

The meeting of the county Planning and Zoning Commission will be held at 4 p.m. on Wednesday in the supervisors public meeting room at the county complex on Melody Lane in Bisbee.
