Former Mayoral candidate Natalio Sabal took the first step on Monday to recall Douglas Mayor Dr. Michael Gomez.

Sabal, who has been critical of the mayor in recent weeks, picked up the petition from the city to begin the process. He has 120 days  to collect 424 valid signatures  (25 percent of the total number of votes cast in the last mayoral election) to force a recall.

He has until Dec. 1 to file.

Sabal in his recall states:

“Mayor Gomez should be recalled and removed from office for the following reasons:

“1. Lack of leadership. Method of leading is hypocritical, reactive and ‘wishy-washy.’ Never takes blame for shortcomings. Changing of his original positions on pet ordinance and port of entry is not confident leadership and reactive. Is not proactive and should not be influenced or intimidation or pressure. This behavior does not instill confidence in citizenry.

“2. Obviously more concerned about self-image and self-promotion than that of the city. His constant name-dropping and referencing his association with people of status to enhance his own image is embarrassing and unbecoming of his position.

“3. Because of his lack of any substantive projects, he continues to desperately rely and cling to past councils’ accomplishments. Wastes council valuable time on damage control.

“4. Failing to recognize that Agua Prieta and northern Mexico are economic lifeblood of community. His original stance on Kings Highway is detrimental to all local businesses and commerce.

“5. Is perceived to be out of touch with community and to the disappointment of voters has given impression that city hall is a ‘family run business.’

In addition to his statement on the recall petition, Sabal said that  people are unhappy with Gomez’ overall performance.

“It became even more apparent recently when he showed a complete lack of understanding and ability to deal with the issues. Residents wanted a very specific issue address and he completely missed the boat. In turn, he created a nightmare for pet owners and their children by personally avoiding the real issue and interjected his personal officious preference.”

Sabal also stated that there is a ground swell of opposition against Gomez, particularly from the business community.

He also points out the fact that Gomez originally wanted the port expansion moved out of Douglas and into the county. In previous interviews Gomez has denied this statement.

Gomez response

“He’s doing what any qualified voter can do,” Mayor Gomez said of the recall.

“But, if anyone has any doubts about the work I have done for the city, they are welcome to meet with me and we will discuss what we have done the last year.”

In his relationship with Aqua Prieta and working on the port, Gomez said, “We have a very good working relationship with Agua Prieta. In June, I met with the acting Mayor of Agua Prieta, GSA, ADOT and others  and we were all in agreement about the port expansion in Douglas.

“As soon as I learned that Vicente Teran won the Agua Prieta mayoral election, I contacted him. He has been out of town, but we are scheduled to meet as soon as he gets back.

“And, we will meet with congresswoman Gabrielle Giffords when she is here Wednesday to discuss the Port and funding..

" Mr. Sabal is a man that has the respect of this community. He really cares about the direction we need to take to make this a model city for families to live in tranquility. Too many juveniles are running around in gangs and the current mayor does nothing. He should have done something to stop these crime waves by expanding the police department. Mr. Sabal knows exactly the kind of crime that's out there and he is always looking out for our safety too bad the mayor isn't!The Police Chief is a big bump on the log, I don't know who goes to more out of town conferences the Police Chief or Gomez. Either way Mr. Sabal could really make a difference. Where do I sign? "

Sabal, doesn't care about the ego , he cares about the people of Douglas. It's not about ego Mr. Mayor. It's about qualifications and leadership and experience. "

" So far most or all of the complaints seem to becoming from the people who lost the election or got voted out. Why make the citizens of Douglas pay for an election so the previous administrations cronies can try to wrest their power back. Besides, by the time a recall election is authorized and scheduled, it will be time for the regular election. "

" Go Mr. Sabal! We are pulling for you. It is about time someone in Douglas took a stand for us! The current Mayor is a FLOP! ASLEEP the wheel! Mr. Sabal will get things done in this town. He has worked hard for Douglas for decades! I cannot wait to sign the petition and VOTE for SABAL! "

" Ever since Mike Gomez was elected to the Council, he has often been the only member of Douglas City government to show up for meetings all over the state, usually at his own expense. He cannot wave a magic wand and fix all the problems at once, but he works hard on the ones he can solve, like changing the meeting times back to the evenings. He is also honest. "

" Mr. Sabal helped me put my children through collage, my sons worked for him at Phephs Dodge and he has always been one of the finest pilars of service to our community. Myself and the entire congregation of our church is willing to sign this petetion. (200+ people) I have known him for more than 30 years, I am curtain he has the best interest of the people of Douglas. For someone to tell him to go to Spain is an insult. That comment should be removed immediatly it does not follow the do not post rules. (sign it if your going to make an insult)
Douglas would not have Cochise College and many beificial things in the community, if it was not for people like Natalio. We are ready to sign this petition.
We need to rid this city of unprepared, unqualified leadership. This current mayor won the election because Natalio Sabal was a write in candidate, that is a known fact. "

" Why do we have to be putting in old men into positions of power in our city? While Gomez dyes his hair and has countless facelifts he is still too old to be energetic and have a fresh approach to leading in this city. Sabal another old man is not the person that can have new ideas. Let's get some new blood with young men and women to participate and move this city forward.Sometimes you have to know when to step back and let the younger generation who can be futuristic thinkers run the show. Both Gomez and Sabal need to stop using this community for their personal agendas. They need to retire and move on. "

Expensive wrote on Aug 6, 2009 9:51 PM:

" A recall would only mean an added expense to the city, we don't need that in these times. While Mr. Sabal is a very respected man he should wait till the mayor's term is up. If this mayor does not deserve to return the voters will decide. While it is true that we have not seen anything done for our youth as well as G Avenue looking shabby, so many junky cars parked in front yards they look like used car lots at times down major streets like 10th, too many lots with trash and so on. The city and this mayor must do something to make this a pleasing town to visit. Driving into town with a prison to greet you is not exactly great PR. although this is Borane's doing. Whoever thought a prison to the entrance of the city was a good idea was nuts. The old KMart building could be a skating rink or bowling alley for teens. The city has poor visionaries and if somethng isn't done there will be a new mayor and council members who are so also are to blame for these issues. "

Carol Johnston wrote on Aug 6, 2009 9:37 AM:

" Well Its about time that someone starts in on this mayor. He really is not cut for the job. Had Sabal not been a writein canidate he would have clearly won this election. I really think the reason there were hundreds of unfilled ballots, simply was because people did not understand that they had to write in Sabal's name. The city should do another election. "

A recall is too much trouble and costs us taxpayers money we can use somewhere else. Wait till next election and get your papers in on time. Show the people of Douglas that you are prepared to pay attention to detail. It will be here before you know it. As far as photo opportunities, Mr. Sabal, I doubt you pass up very many of those either. None of us do. "
