Board agrees to terminate Pettit

After a two-and-a-half hour executive session, and five minutes of discussion, the Douglas Unified School District Governing Board voted 3-2 to proceed to terminate with cause Superintendent Earl Pettit.


This is the third meeting over the last year in which the Superintendent has been the subject of either termination or suspension during a board meeting.

Board President Chuck Hoyack and members Patricia Lopez and Ed Rivera voted for the termination while Mario Ramos, Jr., and Susan Kramer voted against the measure.

“How does this serve the best interest of the students,” Kramer asked.

Hoyack said that once the vote was taken, and if the board voted to terminate, that the charges will be presented at the proper time.

Ramos voiced his concern about the timing and loss of leadership for the district.

“For us to make the right decision is crucial,”  he said.

“The board hired Mr. Pettit to enact change. There are many sides to every issue. We need to think about the impact on the employees, children, parents and community members,”  Kramer said.

The board scheduled Monday, September 21 as a special meeting to determine a list of charges against Pettit.

For now, Pettit remains as superintendent.

Pettit has 30 days after receiving the list of charges to request a hearing, and the district has 10 to 25 days in which to hold a hearing. The Hearing officer then has 10 days in which to render a decision and provide it to Pettit and the district.

Pettit could then have 30 days after the decision is final to proceed with an additional appeal to the Superior Court.

I agree that they are the ones along with us parents that make the difference in our childrens lives. But they (Principals and teachers )have to be getting direction from somewhere?     " This district has resisted change, and continues to do so. Outsiders are hired with the express intent of bringing about change, then when that happens they run the poor soul out on a rail.
    Everything was great until Petit crossed Hoyack. Hoyack needs to put on his big boy pants and behave like a professional, which he professes to be. He is on a witch hunt. Where's the list of charges? Coudn't come up with some real reasons to terminate Petit, so now the district will spend money on an investigator instead of using those funds for the children and teachers. That's a big price to pay for Hoyack's ego. "

Maybe you think of him as a nice man but being "nice" does not make for a strong, knowledgeable, professional leader that is going to bring about effective, lasting change. Leadership has many attributes and sad to say, Earl Simmons wasn't then and isn't now an effective leader. I'd rather have Earl Pettit with his less than superior people skills, leading our District because that man has juts, gusto, stamina, brains, talent and resiliency.     " This is no shock to my. This whole school district should be entirely taken over by the Arizona Department of Education. If not, who will run it? Leanne Marston, God forbid, look at her record as well. Pettit was fired from his last position as Superintendent, why did this Board hire him? If anyone is listening, look at the Human Resource director, she is just as bad and watch out for Leanne Marston. She will try to take this over. She and her cronie's (the Office of School Improvement) are just a group of power hungry old women who are sucking up gobs of money from the taxpayers (putting it right into their own pockets) and not doing anything to help the children. Do your kids a favor, move out of Douglas and put them in other schools in the county like Bisbee, Sierra Vista, Tombstone, etc. The Douglas School District is a mess. "

    " I find it disheartening working for a district where the superintendent is allowed to be "feared" by many. He has tried to use his military "experience" to intimidate and stretch the truth. Case in point, he on numerous times has reported that classroom sizes are at a reasonable size. If you consider 32 to 35 reasonable...He retaliated against the board's decision to allow open enrollment by packing our schools so that they are busting at the seams. Funny how we did not encounter such a problem prior to his arrival. He is attempting to make a point at the expense of faculty and most importantly the students!!
    His inquery or investigations on faculty members has got me to wonder, why do we have a HR Director, if he willingly takes on this role.
    This is not the first district that has attempted to fire him. Shouldn't the board have looked further into his prior employment status? Now we are left to pay for the board's mistake.
    Lastly, the board can rest assure that though change may be difficult, the faculty at the junior high level, as well as the elementary level have worked hard to put the students' first and do what is necessary. We have many competent people and leaders who have kept this district afloat despite the turmoil he has caused. "

    " Dr. Simmons did a wonderful job, had the respect of most and it truly felt like no matter how busy he would take the time to say hello or ask you how you are. Unlike the outgoing superintendent who keeps his head down and says nothing to no one. I have been told by many parents that dealt with both men that they felt with Dr. Simmons they were listened to and helped when possible. As member of this community and staff I feel Dr. Simmons would be the best. "

Who is now spending thousands of dollars the district doesn't have to get rid of him? Who ran the last superintendant out of town? The Board! The Board! The Board! The Board!     " Whatever ends up happening to Pettit and this crazy school board doesn't matter. Why? Because the schools are running with their leadership at their sites. The Principals have managed to protect their students and staffs. They continue the job of education inspite of the lack of leadership by the board and central adminstration. I hope people who read these blogs understand we should be grateful that our schools are being held together by the principals who are determined to keep the education of our children the main focus. It is evident they cannot count on the Superintendent to be a leader.Personally a good principal is worth alot more than a superintendent! "

    I hope from all this we learn a couple of things. First is a good ole guy doesn't necessarily make a decent Board Chairman. And Job One for any Superintendant is to suck up to the Chairmans wife like Ortiz has done. It works every time! "

    " Really, as you look at all that is going on in our District, where is there ever change. For so many years, when a Superintendent comes into town with any idea of change, or God forbid,they try to make some Teachers and Administrators countable for their pay, there is a problem. Obviously, if what has been done in the past has not worked, give someone a chance to come in and change some things. Also, how pathetic is it that our School Board seems to think that they can, and will, play God with our tax paying money by hiring someone who was let go from a previous situation and still hire them at an astronomical salary. And..... send home a Principal with pay, and while at home on a temporary vacation, still offer him a Contract for the next year. Come on!! What is needed, is not a pat on the back to the Three Members who seem to have it in for Mr. Pettit, but a Recall on their Positions as they seem to do whatever Chuck Hoyacks wants, not what is in the best interest to this town. Remember, some of us may not have children in the District, but we do pay taxes and it is a high price to pay for a Vendictive agenda. It is not only Chuck Hoyacks children we have to worry about. "

    " personally I am thankful to the three school board members who voted in the best interest of our children and their educational process. I can't believe Mr. Ramos would subject our children to the poor leadership of the district that they received with Mr. Pettit. I am all for change as long as it is for the better. It would be nice if we are able to get proffessioal, positive, and compassionate leadership into our district with the next superintendent. "

    " Great! This story is plastered all over the Tucson news giving every other city in AZ another reason to point out the negative in Douglas. Why couldn't Mr. Petit have been allowed to fulfill his term until the end of this year when his contract would've been up anyway? I hope that the board has some really good reasons for dismissing him the way that they did. I commend both Ms. Cramer and Mr. Ramos for questioning their actions. Those board members who voted to terminate Mr. Petit may have indeed, hurt the district more now by leaving the district without leadership. It seems to me that Mr. Petit has been treated unfairly right from the beginning. He was asked to do a job, to make changes and he was shot down with every suggestion and effort. If he was so wrong for this position why was he ever hired in the first place? "

    " Finally the Board has stepped up and got ride of Pettit. To Ramos and Kramer, you should be ashamed of yourselves. Keeping Pettit will only make things worse for students, teachers, and the community. Can't you see how divided the district and community have been since he became superintendant? Mr. Hoyack, Mrs. Lopez and Mr. Rivera, hats off to the three of you!!! Let's get district and community back on track. "
