Pettit keeps his office, investigator hired

After a 45-minute executive session, despite efforts by Board President Charles Hoyack, the board voted to allow Superintendent Earl Pettit to remain at his post in the Central Administration Building.


Four agenda items were planned for discussion concerning Pettit’s status during the regular meeting of the Douglas Unified School District Governing Board on Monday, October  5.

Two of the board members,  Mario Ramos and Susan Kramer, wanted the items removed from the agenda before any discussion even began.

In a statement, Ramos asked for the items to be stricken, “On the grounds that no proof or evidence has been presented to the Governing Board to validate reassigning Superintendent Pettit, other than those brought forth by the board members.

“I feel this board, in the best interest of the Douglas School District, needs to stop  wasting time and district's money looking for excuses to fire Mr. Pettit. It is time to continue forward and let Superintendent Pettit do his job, or is the majority of the board retaliating because  Mr. Pettit is doing what he was hired for, to administrate and direct the district.”

The motion to remove the items was voted down 3-2.

Following the executive session, after an awkward silence, Hoyack moved to reassign Pettit and basically remove any remnant that he was in the district, including cleaning out his office and Pettit only being allowed on school grounds as it pertains to his children.

The measure, after about 15 minutes of discussion was voted down 3-2, mainly because Board member Ed Rivera, backtracked.

While this vote does not impact the termination  proceedings, Rivera noted  he was frustrated by the continued distention on the board.

“We were selected to make decisions to benefit the students of Douglas. We seem to have gotten away from that. I just don’t see the end of this issue. The board members and superintendent are not compatible. I am also concerned about the expense of hiring an investigator to the district (which was approved September 21),” Rivera said.

“I just don’t see an end result that we are going to be happy with.

“This whole situation has become a nightmare. I have been harassed by the media with them knowing full well we  can’t comment on the situation .

“I would like to see an end but I only see this getting worse.”

Ramos again spoke of the cost – cost of hiring an investigator, possibly hiring an interim superintendent, going through the termination process and hiring an hearing officer.

“You’re (Hoyack) the one bringing all of the accusations but without any proof,”  Ramos said.

Hoyack stated he wanted Pettit off site because of his concerns about having staff be comfortable enough to cooperate with the investigator with Pettit still on grounds. He still isn’t sure how much of an impact Pettit had on the selection of an investigator.

Board member Susan Kramer, who was charged with hiring the investigator, said “I did what I could to follow instructions we received . We want someone not swayed by Mr. Pettit or anyone else.

“This issue is tearing our town apart. Let Mr. Pettit do his job. I don’t think having Pettit in his office will sway those who want to speak out.”

Hoyack said the reason for hiring the investigator was to make sure that  any changes made are based on fact and not rumor.

He concluded by saying, “I agree that the distention and impact it is having on the community has to stop, but we need  to make the right decision.

The board voted 3-2 to not remove Pettit from his office, with Patricia Lopez and Hoyack voting to remove Pettit and Ramos, Kramer and Rivera voting no.

At the end of the meeting, it turned out that the discussion might have been moot because Pettit is scheduled to leave on a two -week vacation beginning Friday. The investigator the district hired will begin Wednesday, and could complete his investigation before Pettit returns.

As noted above the district hired investigator Patrick Cooper from Mesa. He has worked  with the FBI and Maricopa County Sheriff’s Office. He was highly recommended by Trust Investigator Steve Chenowith, Kramer said

He will be paid $95 an hour plus expenses, and the district has set aside between $5,000 and $15,000 for the expense.

    " Pettit had a Fulbright Scholarship to Thailand. Would it not occur to you that he built relationships with schools, organizations and friends? He stated in the Board meeting that he planned this trip back in July, when no one but perhaps Hoyack had any clue was about to happen. Was he supposed to loose out on the money that he had already invested? The man recently suffered a heart attack, no doubt due to the extreme amount of stress the job of a superintendent faces, and double that when you have constant sabotager's like yourself, he took his family and like everyone he too is entitle to some R&R. There is nothing that "smells fishy" here but you trying to accuse Pettit of doing something other than just taking a break. You never were willing to give the man a chance. You're only agenda is to attack for some personal reason of yours. I believe Pettit has done no harm to the District taking a break. Certainly there has to be competent administration that can support one another in their absence. Hoyack caused the turmoil in the district. How is this going to make the district better? "

    " Since when does a Superintendent leave the District for two weeks in the middle of so many issues? Pettit has gone to Thai-land for the second time this year where he cannot be communicated with if any emergency should happen. That is truly irresponsible. Evidence he doesn't care what happens to our District. Anyone that goes that far away has something to hide. Perhaps Hoyack knows more than he can divulge and he's trying to spare us a scandal. I was willing to give the man a chance to prove he was a Superintendent that was not being treated fairly but I have huge doubts now. How can he go on vacation at this time when there is turmoil? This is far from professional. "

    " I totally agree with DHS Faculty. No way can everyone have our administration. Bonnie worked very hard to get excellent asst principals. The board can find the money to hire investigator to find something Mr. Pettit did wrong but can't find money to pay these administrator what they are worth!! "

    " Mr. Pettit should have been reassigned to home. Had this been any other person they would have been sent home. Most employees do NOT feel comfortable with him working during this investigation or working at all. As for why an investigator was hired, it is so Pettit and his friends can’t say it was Mr. Hoyack making up these false claims. They have not said what he did wrong until they have found the full extent of what he did wrong. As soon as the investigator states to the board what they found, then the district will find out what they are going to do with Mr. Pettit. Then it will come out, the things that Mr. Pettit has done wrong. I know he has covered up others illegal activities, even justifying them. Instead of firing people for things they truly should have been fired for, he just moves them to another location. Where they will probably prey on others. I have seen/heard probably 4 really good possibilities of lawsuits that could have been filed against the district and esp. Mr. Pettit. The district has to make sure their t’s are crossed and I’s dotted before they move ahead with firing Mr. Pettit. If they go about it the proper way not only will the stupid lawsuit that Pettit has be smashed but he will no longer be superintendent in Douglas. Also I would think no one would want him anywhere else to “work” (mess up) other school districts. That is why this is being done the right way. The truth will come out soon. You make negative comments about Mr. Hoyack saying nasty things because how he has handled things and then when he makes sure he is doing the right thing it also it talked about like he is making things up. Come on people get a life. In the end the good will stand with our heads held strong, and Pettit will be packing his bags. "

    " This is a perfect example of cause and effect - in reverse. Hoyack has an 'effect' he desires: get rid of Pettit. So now he must create the 'cause'-thus hire an investigator.     " As a member of DHS Faculty I cannot imagine not having Bonnie Lopez as our principal. The woman is deeply commited to our students and staff. She is tough,honest,respected, politically smart,a great problem solver, I have no doubt she could handle the job but we have turned this high school around since she came on board, I say "we" because Bonnie Lopez makes it clear it is all of us as a team that have brought success to DHS. Earl Simmons will also make a good high school principal, so would Dan Bates but our administrative team as a whole is exceptional. We want to keep as it is. "

    " It seems to me that if Mr. Pettit wants to stay in Douglas under the cloud of suspicion which has drawn about him during this troubled time, he needs to shed some light upon it himself.

    Douglas cannot and will not thrive on rumor and innuendo about the person who leads the schools and sets an example for its children. I'm not yet sure who is responsible for this mess.

    If this story is pure fiction brought by certain board members, Mr. Pettit should address it - not pretend it will just go away.

    " To the DUSD Governing Board, thank you for not voting to reassign Mr. Pettit.
    You made a powerfully positive decision for the District. I know you are frustrated, it shows. You want the division to stop and so do the students, parents and employees. The division is and continues to be caused and let by Hoyack. Rivera says he see no end to the division. As long as Hoyack is on the Board it doesn’t matter who the superintendent is, division will always be in the district. He divides and conquers, he does not unite. Rivera doesn’t have enough experience or investment in the District to know this. Rivera you finally voted opposite of Hoyack and Lopez. While you may not know or care the positive impact your vote created you finally made a decision that will maintain the quality leadership we already have in place. Mr. Pettit is a leader of leaders. He doesn’t play the game that Hoyack plays and that is why the District is being drug through as Rivera calls a circus. Stop allowing the circus to continue Rivera. You finally took a first step. "

    " This article proves to me that some board members are too concerned about getting Petite out of office rather that how much this whole ordeal is tearing the town apart. Not to mention how much money is going towards this investigator. Anybody that is going to get paid $95 an hour plus up to $15,000 for expenses could find faults with anyone on this planet. Like the article says, I don't see an end coming to this dilema anytime soon. I just hope it doesn't take anymore time away from the main priority, the children of Douglas. Not to mention all of our money for accommodating this investigator. "
