Despite the controversy surrounding the conflict between Superintendent Earl Pettit and the Douglas Unified School District Governing Board in recent months, Incumbent Board President Charles Hoyack was elected to another term.

During the nomination process, Mario Ramos was the first name put forth in front the board by board member Susan Kramer, but Ramos could only garner two of the five votes cast, Kramer’s and his own.
Hoyack was then nominated and received the majority of votes, from Ed Rivera, Patricia Lopez and from Hoyack.
The board also moved to keep the board meeting time and date at 5:30 the first Tuesday of the month.
In addition to the action surrounding Superintendent Earl Pettit’s employment (See Page 1), Huber teacher Mary Bailey was dismissed with cause by a unanimous vote following an executive session.
During the meeting the 2009 Bond Management Plan and Bond Architect selection and contract was presented for information only.
On November 3, DUSD voters successfully passed a $7.43 million general obligation bond election.
The primary purposes of the bond are to construct a multi-purpose room at Clawson School, install artificial turf at the football stadium, complete various renovations at Stevenson and Huber, various ADA improvements at Douglas High School, construct a field house at the football stadium and complete roofing renovations districtwide.
All projects are scheduled for completion by December 10, 2010. The installation of artificial turf will be completed prior to the beginning of next football season.
In other action, the board:
• Reviewed the Football field land status. The field is currently leased from the city for the fee of $1 per year, but that contract expires at the end of the current fiscal year. The district staff will work with the city for a renewal.
• Reviewed a report from Nick Scherman on the Ray Borane Middle School 100 year celebration.
• Approved the “Change for Change” fundraiser for Ray Borane in preparation of the centennial.
• Accepted a donation of $450 to the Douglas High School Art Department and $250 to the DHS Graphic Communications Department from the Greater Douglas Chamber of Commerce; donation of 42 student desks to Faras Elementary School from Cochise College; donation of a dishwasher to DHS Chemistry from Henry Beumler; and $500 to North Star Girl’s Group at Clawson Elementary School from Freeport –McMorRan.
• Hired elementary teacher Priscilla Cordova at a base salary of $14,122 (prorated).
• Approved hiring of substitute teachers Dyana Ortiz and Gabriel Robles.
• Approved coaching staff hires Camilla Altree, girls head tennis coach, $2,759; Richard Fraijo, assistant girls basketball coach, $883; Chris Metz and Gabriel Ortega, assistant boys soccer coaches, $883; and Eddie Hurtado, assistant middle school girls basketball coach, $883.
• Approved hiring Tech Liaison, Elizabeth Cuevas, for $1,000 at the end of the Spring semester.
• Approved extra compensation of $25 a day to Alvina Hughes, ELD teacher, for a compensatory ed tutor.
• Accepted the resignation of Lori Simmons, 21st Century afterschool program staff; and Oscar Mariscal, Tech Liaison at Faras.
• Approved non-traditional teacher evaluation instrument as created by a committee consisting of the Human Resource Department, school administrators and special services.
• Approved Arizona State University students to perform classroom observations at district schools during the spring semester – Jacqueline Durazo, Jazmine Hernandez, Myrna Michelle Durazo, Celia Romo, Luis Javier Valenzuela, Janet Valles (Vildosola), Elisa Vasquez (Castro), Michelle Vasquez, Tracy Wolfe, Sara Farmer, Noemi Escalante, Lydia Ebner, Brianna Owen, Meagan Higuera (Haas), Maribel Schmitt, Jesus Armenta, Indira Hoke, Aurielle Flasschoen Jordan and Vivian Blanco.
• Approved the hiring of classified workers Rosalia Gaxiola, Cafeteria Worker I, $7.25 per hour; Cecilia Yanez and Tredale Kennedy, Campus Security, $9.90 per hour; Eddie Trevizo, CTE instructional aide, $9.12 per hour; Briana Owen, Special Ed instructional aide, $8.87 per hour; and Jeremiah Torres, Grounds worker, $8.87 per hour; and accepted the resignations of OSI Data clerk Leyla Secheslingloff; and Arturo Torres, DHS Campus Security.
• Reviewed and approved the revised 301 plan for 2009-10 school year. In addition, the board approved the 301 committee payments to Richard Acosta, Andrea Arnejo, Gloria Quintana, Sydney Fimbres, Virginia Mendez, Kathleen Keat, and Anita Rose, $1,800 each; Tony Cantua, $2,600 ; and Maria Rea, $3,100.
• Approved ratification of District Retention Incentive Program for 2010 in the amount of $1,400 paid to returning teachers. The district board had originally approved a $1,000 payment, but after taxes, that turned out being only a $700 net payment. The increase to $1,400 guaranteed returning teachers the $1,000 net. The board agreed by a vote of 4-1 with Charles Hoyack the lone dissenting vote.
• Approved out-of-state travel for Rob Doctor, CTE Director; Mary Morris, CTE certified staff; Monica Romero, chaperone parent; and DHS CTE students to attend the Association of Career and Technical Education 2010 National Policy seminar in Arlington, Virginia in March; out-of-state travel for Jean Tsuya to attend the National Council of Teachers of Mathematics and National Council of Supervisors of Mathematics for increasing teacher’s effectiveness of understanding mathematical concepts in San Diego in April; out-of-state travel for Janice Gallagher to attend the Solution Tree Seminar “Building Common Assessments/Pyramid Response to Intervention” two-day workshops in San Diego in May.
• Reviewed Progress reports from Clawson, Sarah Marley and Stevenson schools regarding students academic progress; ELL program and reclassification rates at middle schools and Ray Borane Middle School improvement initiatives.
The next regular meeting of the board is on Tuesday, February 2 at 5:30 p.m. at the Central Administration Building.
