Sidewalk work could cost Doctor his job

Failure to get approval to replace a concrete walk could very well cost Rob Doctor his job.


During a special meeting of the Douglas Unified School District Governing Board on August 24, the board agreed to terminate the teaching contract of Doctor.

He had 10 days from the receipt of the letter to appeal the dismissal and request a hearing. As of Monday, August 10, there had been no hearing request.

The dismissal is based on not following district policy concerning the removal of a piece of concrete that was in good condition, and replacing it with a smaller piece which would allow for flower beds.

According to the letter Doctor was sent, sometime during the month of July, he had a section of concrete at Douglas High School removed and replaced without securing permission to do so.

The month before the incident, Chief Administrative Officer Ray Borane issued a directive that “Requests of the maintenance department in any area unless it is budgeted or a pre-approved item,” must be approved by the appropriate offices in Central Administration. On or about July 2, a requisition was placed for the removal of the existing sidewalk and its replacement adjacent to the Early Childhood Center on Estrella Avenue. While the requisition was made the project had not been submitted for approval to the CFO or school board.

The work began on July 19, and on July 20, Doctor requested additional funding for CTE/High School cement project from the Business Office and was told that he was not approved for additional funds. According to staff, the concrete was in good condition, and there were not tripping hazards.

His dismissal is failure to adhere to three district policies: Discipline of Professional Staff Members, Staff Ethics and Staff Ethics “Regulation.

In other action, the board:

√ Approved the hiring of psychologist Cheyenne Urquidi at a base salary of $55,422; and Assistant Principal Jasper Lusby (Huber Middle School) at a salary of $48,500.

√ Approved the hiring of coaching staff “ Carlos Chavez, head volleyball coach, $2,759; and Clint Hill, wellness center supervisor, $2,219.

√ Approved the hiring of technology peer coaches Judy Riddle, Ana Gonzales, Liza Morales, Anna Ingiosi, Trish Ferree and Rebecca Saspe, at a rate of $1,600 per year.

√ Approved hiring of substitute teachers Elsa Obregon, Zaul Tapia and Lochinvar Bradford at $100 a day.

√ Approved addenda for extra duties and responsibilities to Ron Ellsworth, driver’s ed class, $7,750; Albert Young, summer printing and CTE department chair, $5,737 and $3,301, respectively; Jill Forsythe, Language Arts Department, and Bianka Hernandez, Math Department Chair, $2,141 each; Andrea Arnejo, Science Department chair, $1,921; David Campas, Social Science Department Chair, $2,108; Richard Paun, Fine Arts Department chair, $1,545; Ron Ellsworth, PE Department chair, $2,638 and Ruth DeBoer, Special Ed Department chair, $2,638.

Also, Teresa Gallardo, DPASS math; Andrea Arnejo, DPASS science; Chaelyn Frederickson, DPASS English; and Tony Young, DPASS social science: $5,000 each.

√ Approved addenda for teaching during planning period due to large class size, Donna Savill, $5,850; Barry Horst, $6,100; Victoria Houlihan, $4,733; Martha Alonso, $5,383; Paula Beacom, $5,950; and Emilio Gonzalez, $5,016.

√ Approved addendum in the amount of $10,000 for David Campas for duties/responsibilities with 21st Century afterschool and summer program.

√ Approved addendum ion the amount of $5,000 for Debra Thuma for extra duties as School Improvement Family and Community Engagement grant coordinator at Ray Borane.

√ Approved hiring data specialist Natali Rios, $12.27 per hour; instructional aide Rosendo Ortega, $9.31 per hour; Campus security Jose Perez, $10.39 per hour; Parent liaison at Clawson, Crystal Vega, $9.36 per hour; and Account Clerk Carol Perez, $13.07

Also, Special Ed instructional aides Paula Terrell and Priscilla Leon, $9.12 per hour; and Bernice Buelna and Robert Ivy Griffin, $8.87 per hour.

√ Accepted the resignations of Amanda Rubio, parent liaison; Donna Sanders, part-time bus driver; Cheryl Silvas, Special Ed teacher’s aide; and Jose Valenzuela, suspension monitor.

√ Approved fundraising activities at Douglas High School, Clawson and Faras elementary schools.

Someone who gets to spend a lot of money can have influence with many people. Yes those teachers in his program are paid from there but all high schools do so too.     " I'm glad there was something said about not disciplining staff. Perhaps this is in reference to the huge party that was held a couple summers back in Phoenix. It got the attention of the news. In fact one of the administrative interns was on film holding her alcoholic beverage, laughing, and bragging that she hadn't even attended her workshops! Why wasn't she fired? Funny that it is the Early Learning Center that had the sidewalk taken out too. Sounds like favoritism to the same person to me. The district addressed it yet you are not happy! Had they not addressed it, my guess is others would not be happy.     " What an amazing story. He came into the district and immediately elevated all the technology programs to a higher level. He got people to go after funding for these programs. Now most of the high school teachers are paid through the program. This probably saved the life of Douglas High School.
